GONDBA Meeting Minutes March 23, 2011 Networking began at 11:30 AM with lunch provided from Charlie’s Import. Barry Hall, President, called the meeting to order and introductions were made by the members present. Reminder: Annual membership dues are $100.00 Please make it payable to Greater Old North Dayton Business Association and mailed to GONDBA, P.O. Box 193 Dayton, OH 45404 Barry and Jerry discussed the success of a combined meeting with the McCook Field Neighborhood Association and GONDBA that took place in early March. On May 21st, there will be a crime prevention seminar at Stebbins High School to help fight crimes in the area. Remember to submit B2B information/ flyers to Barry so members of GONDBA can get to know what other local business owners do. Please check Barry’s email for the latest CAP updates for the neighborhood. Our guest speaker today is Stephanie Cook, Chief Prosecutor for the City of Dayton. During this meeting, Stephanie focused on the troubling issues of panhandling in the Dayton Region. Under the City of Dayton, Code of Ordinances, “Panhandling shall mean to beg, ask, or solicit personal financial assistance to obtain an immediate donation of money or other item having value. Purchase of an item for an amount far exceeding its value, under circumstances where a reasonable person would understand that the purchase is in substance a donation”. Unfortunately, there is a loophole in the statute that indicates “panhandling does not include passively standing or sitting with a sign or other indication that one is seeking donations, without addressing any solicitation to any specific person other than in response to an inquiry by that person”. There are other specifics statutes regarding panhandling in the revise code of general ordinances online. Stephanie would like to propose a change in the statute to close the loophole to prevent further panhandling in the City of Dayton.
